Annoying apartment owner

Question

I made a custom apartment in sims 2, apartment life, and the bald owner of the apartment complex keeps coming into one of my renters' apartments and putting trash in their compost bin.

The door is locked but he keeps getting in. I've tried forcing an error and deleting him, but he just comes back in the morning, and I have to do it all over again.

Can someone tell me how to fix this issue (without getting rid of the compost bin though, because they need their Zen garden).

The landlords have coded behaviors- fixing broken appliances, occasionally cleaning, and gardening on the lot. He is using your compost bin because it's tied to gardening. You can't completely keep him out, because he needs to do his tasks, but you can cut down on how much he comes in either by getting rid of the compost bin or using a mod to stop him from doing gardening tasks in your apartment. I haven't used it, but there is one on Mod the Sims to make him only garden on communal areas.
