If you want to make sure they are gone (they may now be an object like the ghosts are tagged) run the Sims2PK Clean Installer to check your character files in your documents. You will see the names every Sim in your neighborhood, including any townies. Note there should only be three Unsavory Charlatans etc. and other characters from BV (NPCs) . If they were given a death token to get rid of them (by the game) they won't return into the town.
