CC and mods wont show up in game

I have downloaded, unzipped and named my mods/cc folder Downloads as i should. However after restarting my game many times , only cc clothes/wallpapers/flooring shows up, furniture cc and mods are seemingly non existent despite sitting in my mods folder. I have the show cc catalog option enabled in settings. Every time i open up the game i get the pop up saying that cc and mods are currently disabled, i click the enable option every time, but my cc/mods never show up. In the settings i have also clicked to disable this pop up, however each time i reload i still get the pop up saying everything is disabled and the setting will have unclicked itself, at this point i dont know what to do , there are no solutions online either
