You can run a business with just 2 playable Sims if you keep it small and even get it to Rank 10.
Make sure there's plenty of room for people to walk around and get access to the items you want to sell.
Have 1 person be the primary cashier and 1 person be the restocker. If you see someone do the "I can't find what I'm looking for" action, have someone immediately stop what they're doing and help them.
The restocker will sale if there's nothing to restock. What Cinebar said about not restocking is only partly true. Sometimes Sims come looking for a specific item. It is a ding if you don't have it in stock, but it's usually not enough to cost a star unless you've done it multiple times. They'll move on to another item and usually buy it - and gain points towards stars while doing it.
Dazzling (top sales badge ability) drains at least energy. Don't use it on anything but the high end items. It guarantees a sale, but you don't don't need to dazzle to sale the cheapest radio.
Don't have your cashier glued to the register at all times. He can help sale or restock during breaks between customers to check out. Just get him back to the register quickly should a customer approach the register.
