You don't need a tray folder. This is what it should look like for Legacy with a downloads folder, that's all you need to install Custom Content
That was an example. But the screen grab you posted,I don't seem to have that in my documents,programme folder or in the origins game folder.
I am currently trying to fix a problem to install DLC and just discovered something that might help you. I found files like on the screenshot above when i go to Base > TSData > Res in my sims 2 folder.
