Custom Content never shows up in Sims 2 Legacy Edition

I've tried everything-extracting to the Downloads file.... dragging and dropping into the Downloads file,,,nothing works. Mods never show up,walls and floors never show up.... decorations never show up. I have Catalog displays CC checked and the Enable CC box is checked. The Display CC dialog box is unchecked. I don; t want to have to keep re-starting Sims 2 Legacy Edition only to see that CC never shows up.
