FPS drop on home lot

I've been playing this lot for a while, and have had no issues with the FPS. All the sudden the game in any speed moves at the same stutter, but when I pause, the camera moves fine. I've went into different lots as well as getting a sim from the problem lot to a community lot and the fps stutter only happens on the home lot. I lowered all the graphic settings and it still happens.

I'm hoping I don't have to delete the lot!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
