The GraphicsRules.Sgr is located inside the program files not in your documents where the play files are saved. The instructions of how to set up and use the program GraphicRule Maker is here in the TS2 section. Follow the instructions as they are very detailed of how to make your game work on Windows 10 and set up the GraphicRule to make the game recoginize your video card.
ETA: Here are some instructions. Follow them closely. I couldnt find the instructions here (must be back on old pages) but these should work.
