That's by design, not a bug. You're seeing the dominant and recessive genes at work. (If you ever did punnett squares in biology, it works like that.) Black hair is dominant, so if a child receives the genetics for both blonde hair and black hair (as they would in the situation you described), the child will always have black hair. They will receive the recessive gene for blonde hair however, so when the child grows up and has kids of their own, they may have a child with blonde hair if the other parent also carries the genetics for blonde hair. One of the coolest features in TS2 in my opinion.
