Same gender relationships have been possible in every iteration of the Sims that I've played. 1, 2, 3, 4, Bustin' Out, The Urbz, Castaway.
In Sims 1, they couldn't get married, but marriage didn't actually mean anything anyway. It was just a social interaction that had no actual impact on gameplay. How the game treated adult Sims didn't vary in any way depending on it.
In the Sims 2, they could marry, but as reflected in societal norms at the time, it was called joined union rather than marriage. By the time we got to Sims 3 and 4 obviously, society had evolved and they can now marry and even have kids and not just adopt.
In The Urbz and Bustin' Out, there's no marriage in the story mode, but Sims could interact romantically with whomever they wanted. I didn't play freeplay mode on either, so I'm not sure about there. In Castaway, relationships were treated just like Sims 2, like most other things in the game, in story mode or freeplay.
As for removing a house out from under a Sim, no not possible as far as I know. The game won't allow you to move objects too close to a Sim without Move Objects on. And you can't build or demolish walls too close to a Sim either, and definitely not the floor under them. What you can do, using Move Objects, is pick up a Sim and put them where you want. With a little maneuvering, you might even be able to get them to appear to be floating in the air.
