Scroll Wheel Problem

Today I had to uninstall and install the sims 2 again because I uploaded Pleasantview and it had no houses. Now I have the problem that I need to keep pressed the Ctrl button and the scroll wheel of my mouse in order to adjust the camera to my liking. Before that I did not need the CTRL button. Is there a way to revert it back to the original way?
