Sims 2 Launches Blank + Freezes Up Entire PC

I've been trying to get TS2+ Legacy to launch properly for the past hour, and every time I click and try to get it to play, it launches an invisible window, and I'm unable to click or touch anything on any of my currently open tabs. I've tried to do Alt+F4, open task manager, etc. Whenever I do, everything on that window is frozen and I can't click it. 

I tried waiting for TS2 to boot up, seeing if maybe it just needed to take 30 minutes or so for first launch, and nothing happened. This is really frustrating, seeing as I've only just downloaded the game and haven't even the chance to play it when there's already problems. 

I have TS4, and the download + location is almost entirely the same, but TS4 is able to boot up and launch with no issues.
