Sims 2 Legacy - Cannot train pets

Typically when you have a cat or dog, you are able to reinforce certain behaviors (like: Eating Pet Food, Scratching Furniture, Peeing Outside, etc.).

I've noticed that while some behaviors work properly, others don't. For example: I have a cat that tends to sit on counters and when I attempt to go and Praise/Scold the pet, the interactions just don't appear in the Pie Menu. There's also an indicator on the pet's icon in the household list, this indicates when a training opportunity is available. And while that bit functions properly the pet themselves cannot be trained.
