Sims 2 Legacy Collection - Sims won't drive cars.

Been having trouble with cars the came been not allowing me to enter or use it to go to work.. 
it works only when the sim sits down in the car first but it can mess with the flow.. 

i removed mods i added mods 
it same results  i am having trouble figuring out which mods are causing it.

i removed each file few by few when i thought i found it it worked for like... a small bit... but then it reverted back.. 

so i reverted back my mods to what i had it at when it was still working normally and the results are the same.

Mods Includes Story Progression 
Occult Mods like the one that makes ghost playable through trait in inventory.. 
the batbox and such.

And cosmic mods like scene fit and well car meshes... 
i been having trouble pinpointing it even after trying 
"What Caused This" 
and Similar.
i am unsure what i am missing

removing mods and such i still getting it even with maxis made cars it's not isolated to one neighborhood but all.
