Does this happen with other sims, or just this sim in particular? If you are getting error messages you can check the log with this https://www.picknmixmods.com/Sims2/Notes/WhatCausedThis/WhatCausedThis.html and see exactly what the issue is

I haven't tested vacation worlds yet, but it seems to be an issue for many people that they are quite buggy, people are also getting stuck there. https://www.reddit.com/r/sims2help/comments/1if4sjz/stuck_loading_screen_community_lot_vacation/
