Do you mean that your Sim doesn't have a relationship panel at all or that there are no Sims showing in the relationship panel?

Thanks for Replying.
The Latter. Screen is there, but no Sims showing in any category.
Downloaded large set of CC. Later made 3 new sims and problem showed up.
Removed what I could from last CC download, no Change.
Been 2-3 Days.
Previous Existing Sims Unaffected.
Problem not found Reported on Internet.

That's odd. Okay, well I have a few suggestions of things to try.
First, go into the Legacy files and delete cache files, thumbnails, and the neighborhood manager for your neighborhood.
Second, move the affected Sim into the bin, then back into a lot.
Third, go get the Teleporter from Simlogical. You can get it from them or from ModtheSims like I did (I use that site for everything). Once it's installed, you can put it on the wall if you get the painting or in the Sim's yard if you get the bush, and summon any Sim. Have your Sim interact with them and see if they are properly added to the relationship panel.
Fourth, acquaint yourself with Simpe and install it so you can look at the Sim's file. I know this last one is not something everyone wants to do. It took me years to learn everything about using the program and I still look things up occasionally to make sure I'm doing them correctly. You might also be able to package and share the Sim for someone (including me possibly) to look at in Simpe to see if they can see the problem.

First, this is not Legacy, have had this Sims 2 over a Decade. Always delete cache, thumbnails and Logs. Will try delete 'hood Manager.
Second: Will try this. What I did try was Packaging Lot and Installed Duplicate in another Neighborhood. No Change. Also Tried Hood Checker.
Third: Will try this. Optimisim Low. Sims have Gone to Work, Community Lots, Invited in Walkbys. TRIED to Throw a Party, didn't know anybody.
Fourth: I am one of the People reluctant to try PE. Sending you Packaged Lot is Brave and Intresting Idea.
Thank You for Ideas. Disappointed you didn't just go "...Oh, I know what That Is..." Right about "Mod the Sims", Great Site.

I'm sorry I couldn't help you more easily. This isn't something I've ever seen before. It is really weird, and you're probably right about the teleporter not working if you've already tried all those other ways. Mod the Sims does have forums, it's possible someone else has mentioned this issue there?

Something just occurred to me that I didn't think to ask before. In the relationship panel, do you have "All" selected? Could it be filtered by chemistry, family, or household perhaps? If your Sim doesn't have any relationships with Sims they have chemistry with, or has no family or any other household members, then it would be blank. You've been playing long enough that this is probably not the issue, but it's worth asking. Even after 20 years I still occasionally forget something.

Hello from JOHNC.
Thank you for still Thinking About it. I did mention 'No Sims showing in any category'. Experimenting, I found Household Sims do show up, then disappear after leaving. Found Households get blanked Relationship Screens when moved to another Neighborhood.
So, No I have not Solved it, but I did find Band-Aid/Backdoor way around it. When meeting a Sim, Right-Click on them, click 'more' and 'make sim my contact' and just talk to them. This displays the Sim in Relationship Screen with a Blue pie chart that gradually goes away. Then it Displays Normally as a Friend. Does Work, at least they don't live as a Hermit.
One other Thing. I looked at Neighborhood/Characters using 'Sims2 Pack Clean Installer' and found an enormous number of Characters listed as 'Packaged Ghost'. None show up in gameplay, I assume they are Memories, Years Gone characters or something. They make up like 95% of the List. Some mistake I made, Corruption? Neighborhood will not Start without them. Comments or Ideas?

I"m sorry it's still not working right, but glad that you've found a sort of workaround. I've used "make contact" to make my Sims know ghosts so I could resurrect them or retrieve their tombstones.
The game does have a lot of dead ancestors. A ridiculous number of them. That suggests the developers really spent some time on it. Unfortunately, they also didn't treat them very well. Most are unlinked to their families, many are missing character files, a lot have broken face templates or hairs or clothes not used in the final game, and only a handful have tombstones. It was worth it to me to get cleaned neighborhoods with that stuff fixed and familiarize myself with SimPe so I could do further editing myself. I also used the tombstone of life and death and batbox to call all of the ghosts and respawn their tombstones. So my graveyards are full.
