Hello from JOHNC.
Thank you for still Thinking About it. I did mention 'No Sims showing in any category'. Experimenting, I found Household Sims do show up, then disappear after leaving. Found Households get blanked Relationship Screens when moved to another Neighborhood.
So, No I have not Solved it, but I did find Band-Aid/Backdoor way around it. When meeting a Sim, Right-Click on them, click 'more' and 'make sim my contact' and just talk to them. This displays the Sim in Relationship Screen with a Blue pie chart that gradually goes away. Then it Displays Normally as a Friend. Does Work, at least they don't live as a Hermit.
One other Thing. I looked at Neighborhood/Characters using 'Sims2 Pack Clean Installer' and found an enormous number of Characters listed as 'Packaged Ghost'. None show up in gameplay, I assume they are Memories, Years Gone characters or something. They make up like 95% of the List. Some mistake I made, Corruption? Neighborhood will not Start without them. Comments or Ideas?

I"m sorry it's still not working right, but glad that you've found a sort of workaround. I've used "make contact" to make my Sims know ghosts so I could resurrect them or retrieve their tombstones.
The game does have a lot of dead ancestors. A ridiculous number of them. That suggests the developers really spent some time on it. Unfortunately, they also didn't treat them very well. Most are unlinked to their families, many are missing character files, a lot have broken face templates or hairs or clothes not used in the final game, and only a handful have tombstones. It was worth it to me to get cleaned neighborhoods with that stuff fixed and familiarize myself with SimPe so I could do further editing myself. I also used the tombstone of life and death and batbox to call all of the ghosts and respawn their tombstones. So my graveyards are full.

Where I'm at right now:
Rebooted original Sims 2 Game, works Perfectly (call it NEW game).
Moved old (call it PROB game) downloads folder to NEW game,
Spotted some suspicious cc Mods and removed them, works perfect.
Moved one PROB Neighborhood to NEW, still works perfect.
Then Switched PROB from storage back to NEW Documents to Play PROB
and Same Problem, No Change.
Don't really want to Give Up on PROB game, Move all 'hoods to NEW.
Comments or Ideas?

The only other thing I can think of would be to use SimPe to extract the appearance of the Sim that is messed up and make them new in CAS. Properly clean the neighborhood to remove all traces of the corrupted Sim, place the new version, and fix/add relationships and memories of this new Sim. That's a lot of effort and requires learning a few programs. But aside from ignoring it or starting all new, that's all I can think of.
