I played earlier and no issues but all of a sudden when I try to play now it’s not launching just a loop of loading to open the game I’ve tried restarting my laptop and repairing the game but that didn’t work does anyone else have this same issue too ? Why is this happening ?

Yea. I'm also having the same issue with Legacy Edition. I have the Ultimate Collection as well and that launches just fine.
One thing to note is if I launch Legacy Edition it stalls and after cancelling, if I attempt launching any other game those other games would also stall. Clearing cache via App Recovery at least helps fix the stalling for my other games in my library but Legacy Edition still refuses to launch.
This seems to have been an issue for the past hour or 2.
I am also being frustrated by this. Yesterday, everything worked just fine, however late last night, it would not load game. I tried and tried and today, it still will not play. I do not know what else to do...nothing seems to be helping and I see several others having the same issues with the game.
