Uhm, you've only got the base game? So, it'd be in your computer files under EA Games/The Sims 2... TSData\Res\Config -I think. :)
SecuRom didn't arrive until ... Bon Voyage, I believe. If you're only installing the base game, it should be fine. Any new combinded packs will have it, though.
The files were right where you said they would be, followed your suggestion, rebooted for good measure. Tried to launch, and got the same unhelpful error message with white x in red disk. Something else is the culprit, so this may be a weekend project when there is hopefully more time. Maybe the old uninstall reinstall...
