It seems to be based on some university towns, sims wiki suggest Oxford or Cambridge, but also points inspiration in some USA cities.
One creator named lilimo (she used to have different blog name few years back) created a world called Vendon, based on Riverview from store. It has some CC though, and some areas might be empty-ish. But it's english up to the bare bones.

Another one, but rather german in architecture, is called Tanzenberg and I think it doesn't use CC. The tenement houses are a little bit blocky in shape in Sims 3, but it doesn't have such tools as Sims 4. At least most of these buildings are functional, not just a deco.

This one is way more american, someone pointed a few years back, that it somehow reminds them of Chicago. It's city world, but really well balanced and not so heavy for computers, unlike some others. It's called Auberon:

There are more city worlds but not with that kind of tenement houses. At least I don't recall any right now. Sims 3 has way more worlds with small charming towns energy rather than big cities. I can link to some of them if you want, though I'm writing from phone, so posts might not be too pretty.
