That is impossible as the blue lot issue was caused by patterns and objects made by a corrupt tool - Inje jones even said it was and she made the tool and fixed it. It is impossible to get that with no buildings in a world. If you have blue lots you have those patterns or items made before that tool was fixed. But unless you plan on using CAW to add lots yourself, the world editor corrupts your world which is why we had Magic Dancer add the lots in CAW so the routing does not get broken as we cannot reset routing in the world editor - because of all the corruption caused by people trying she said she deleted that version - which was wise as adding more than 3 - 5 small lots with the WE makes the world unplayable.
