Only dogs, cats, and horses count towards the household total and (without mods to increase the limits) you can have 6 of those.
In an unmodded game with the Pets EP:
Max number of people = 8
Max number of pets = 6
Max number of total people/pets sims = 10
NRaas has mods that allow these restrictions to be lifted. Which ones to use/have depend on how one wants to overstuff these households, how they wish to play them, and what the other households in town are allowed to do. Many of us have all of these mods in play for other reasons anyway.
