I found blank worlds and worlds with blank lots tend to be the best as you have to build and might build to accomodate pets where Ea never though of that in Sunset Valley and I created a fixed version called gibons which is empty and EA's populated worlds tnd to have routing issues as well as those can crop up if you populated the town too quickly and larger worlds get routing issues with the school regardless of how many students are enrolled in the school simply from automated assignment because many of them might live in all corners of the map and the school is too far from where they live for them to be able to make the trip in less than an hour.I use Awesomemod with a config file overriding the automated assignment to school to fix that routing issue.It will also stop the overcrowding before it even happens.
