Could someone recommend a world that could be used as "Washington DC"

I been searching forever for a world based on DC, I found 2, one was empty and the other had somewhat of a feel, but also felt incomplete. I realized, there may not be DC world out there, but is there any worlds you could recommend that may work just as well?
