It's got the Wheloff's and a larger as well as wealthier population than some of the other favorites ... But I am pretty sure that's not what you meant, or are looking for ... 😁

I've just looked at a Google Map of the area and straight away I thought the layout with the river through it, is like Riverview. It hasn't got the landmarks, nor the cherry trees, but they are possibly able to be added in Town and World Edit. Perhaps you could build some community lots that look like the landmarks yourself, and include the game's cherry trees. There are probably some monumental type world objects that are similar, either with Riverview or others, for example Roaring Heights. Town Hall in many of the worlds has a White House kind of shape. Surely there's a way to change the red bricks into white. The Cannery, which in Riverview is used for the Seasons festivals has a shape like some of the other buildings in DC. I think the monument could be made with some imagination, but there's probably something like it in-game.
There's probably community lots out there in that theme. Maybe someone's made a cc World of it particularly. Have you looked?

I have. I found one, but it's very sparse, and for some reason I can't delete their version of the White House, to use the one I downloaded. I'm not good at building or redesigning, so I can't edit any of the lots to suit my needs, plus I have a broken finger right now and have to limit what I do.

I'm a little confused on your post? I'm not looking for a swamp world. I'm looking for one based on the capital. I'm confused.
Anyways I scrapped my story. Couldn't find a world close enough.

Washington DC has been figuratively called a 'swamp' for decades and even more so over the last ten years, but not because it is actually a swamp. It refers to the political cesspool of politicians, the establishment, and bureaucrats ... But I can see how that might be confusing.
"Drain the swamp is a phrase which has frequently been used by politicians since the 1980s in the U.S. and often refers to reducing the influence of special interests and lobbyists as well as rooting out corruption, waste, fraud and bloated bureaucracies."
