Login and choose Store > My Store Account > Purchase History to see the items you've bought.
The Exchange is another tab on the same site. But I would be very cautious in installing content from there because bad custom content can stick to uploads.
As for the blank launcher, do any of the tabs work? If so, it doesn't really matter that the launcher overall is blank—just install your Store content and move on. Most of the launcher is taken up by a Sims 4 ad and a prompt to sign in, both of which you can ignore.
