Not sure on what you mean by "services", but I think if your in-game graphic settings are low, that it might look blurred/messy. Now, I'm not saying that it'll look like today's graphics, but it might be good enough in some way to where it's somewhat visually pleasing. Try enabling advanced rendering. This might help with the smeared look when it comes to something like how certain textures look.

And in terms of lighting, you probably have to install some other mods to help with brightening up the livelihood of your game (ex: lightning mods, hq mods, maybe reshade). There's also some debug lights in-game that might help with giving the room a certain look as well as playing the game in borderless minimized mode (this is just to help with taking screenshots that tend to show up really dark when in full-screen and if you're using a shader, then use a custom keybind for it), but I can't think of much outside of those suggestions. I'm also not so tech savvy enough to help you outside of that in regards to if it's a graphics card issue (sorry), so maybe someone here or on some other forum like reddit could help in shedding some light on to what will probably be most beneficial towards you. As far as custom tutorials goes for tattoos, I'm not so sure on how well up-to-date they are.
