The Sims Forums Warning & Banning Process Explained in the "Forum Rules" Section:

First offence - PM to the user, asking them politely to desist
Second offence - Formal Warning
Third offence - One Week of limited posting permissions
Fourth offence - Two weeks of limited posting permissions, put in Jail
Fifth offence - Permanent ban

Maggie didn't even get one warning (PM to the user) :/
