Do you know if you're planning on designing/coding a forum from scratch, or using a free forum host (like someone has mentioned formotion). If the latter, Zetaboards is another really simple one. I've set up a few forums using that and it's SO easy to use/set up member masks/implement other designs/have a chatbox etc.
