I've had success a couple of times using Custard to open the s3pack of the world, change the info in the description box, saving and then installing the s3pack normally.
I generally don't install any s3packs to my game, I always extract them, but once you've opened the world and saved it you can't reopen it with custard without an error ( at least I can't )
Instead, if you prefer to install world files like I do, I remove my sims 3 folder from My Documents to a safe location, open the launcher and let it generate a new one, install the world, then go to the Installed Worlds folder and cut & paste the world file to Program Files - Electronic Arts - The Sims 3 - Game Data - Shared - Non Packaged - Worlds.
Then I delete the new folder in My Docs, and replace it with my proper EA folder and just load my game as normal. The World description should have changed.
It hasn't on the odd occasion I have done it, but on most of them, it has.
If you simply prefer to install your worlds just as a sims 3 pack then you don't need to do all the convoluted cutting and pasting steps that I do :D
