The creator most likely forgot to enable the hair for 'Naked' which is a hidden outfit assignment. In order for children to wear this hairstyle, check if the creator made a child version. Different life stages don't all have the same 'Bone Assignments' so the creator must create extra versions for those life stages. It goes like this... Toddler (P), Child (C), Teen (T), and Young Adult(YA)/Adult(A)/Elder(E). U=Unisex so for an example... PU= Unisex Toddler.
You can use a tool called S3PE (not a mod) to open the package file and edit the clothing categories.
Download & Install
S3PE.
- Right-click .package file and Open with > Sims3 Package Editor (S3PE). Another option is to launch S3PE and at the top File > Open... choose .package file.
- Under Tag select CASP
- At the bottom click the Grid button
- Data Grid window will appear. ClothingCategory > Naked True/False
- After you make changes, click the Commit button. This will apply any changes made.
- At the top File > Save
If this is a Sims3pack and not a package file, you will need another tool to convert it to a package file in order to edit it. (

When you fiddle with the package in S3PE, you will see that you can enable it for other ages but it won't look right without the correct bone assignments.)
