@426c11d308c280c7 For Sims 3 that's not the case. You can register your Steam DLC with EA, and download it from the EA App, but not the reverse—Steam won't recognize your EA App-owned content. (The opposite is true for Sims 4.)
If you can get a refund for the DLC you bought directly from EA, I would suggest doing so and buying it from Steam instead. You'd need to talk to an EA customer support rep and explain that you own the base game in Steam and therefore can't use this content. I would strongly recommend using live chat rather than email. Make sure you're signed into an EA site (this one is fine) before clicking the link and that the location in the lower-right corner of the browser window is set to U.S. or U.K.
If you can't get a refund, the only option, aside from buying the DLC in Steam as well, is to uninstall the Steam version of Sims 3 and reinstall through the EA App. Make sure your DLC shows in the App as well. If it doesn't, and you can't register the CD Keys you got from Steam, ask the support rep for help adding them to your EA game library.
