- yes, and I change them if it ends up not suiting them or I don't enjoy it, one of my sims had the gardening lifetime wish, but I found it too time consuming

I believe you! I just get bored easily and you found that out. :p- I say, "Sometimes yes, sometimes no." because I although I aim to complete my sims Lifetime Wishes sometimes It just isn't in the cards for them or me as their Simlord. I'm gonna be better about it because completing my sims Lifetime Wishes is a genuinely fun endeavor.
- I honestly can’t be bothered. The only times I do is when it’s for storytelling purposes.

Yes.- I always try and get my Sims Lifetime Wishes done, but there have been times when I've ended a save prematurely, so they never completed a Lifetime Wish

There's also a mod on modthesims that does that, a bit more practical than doing it through MC.
Also yes, except when
A ) I end a save prematurely
B ) the LTW is buggy
