I'm not sure which concept of gift giving is meant in this thread. Do I, the player, give "gifts" to the sims (paid from family funds)? Of course, I do. I give the kids laptops at their birthday, faster rides, outdoor play equipment, etc. However, that also means that the sims usually have everything they need. Do my sims give gifts to each other in-game? Rarely, though sometimes I make them do so. For example, a parent gave the potions to make the IF's real as gifts to the kids. You can also have the parents gift vehicles to their kids to make sure that they actually own them. But that's rare. Sims have so many other options to express their affection.
I think the only autonomous gift giving is the "give flowers" option in the list of romantic interactions, and this option is usually only used by sims that don't have any other - less costly - options because they don't have the appropriate traits, skills or LTR's. The charismatic or irresistible kinds don't need to give flowers, and they (usually?) won't.
