The UAC issue breaking players' games is new, as in as of a few days ago or even more recently or at least it's only just now coming to our attention. It has nothing to do with how well or poorly UAC may have been behaving years ago. Or last month/week, even. If it's the case that this computer never receives Windows Updates of any kind and has not done so for a very long time, then you're right it may not be relevant. If you happen to be on Win 10 there (Edit: which I see you are not), you may not have such a choice if the computer is connected to the Internet in any way. Win 7/8 users are given choices, but if this update is hiding in a regularly scheduled monthly roll-up, it's going to be impossible to isolate unless or until Microsoft releases a fix or an undo for it.
Mods to help the travel transition are to fix in-game crated issues where the game engine fails to simulate the worlds being traveled to properly. The UAC, security update, or whatever it is that is driving this now, is a system problem that mods cannot help with. We're still trying to figure this one out, again it's a very new thing.

I'm on windows 8 and turned my install updates automatically off due to the push for windows 10 and I really don't want that.
I install the updates manually, after I research them.
The other mods were working fine because I used them yesterday before I tried to get my Sim to travel, so I know its not them, (MC, SP, OW etc)
It could just be a thing where something is misfiring between my computer and the travel mod.
And if it is that it will be a bear to troubleshoot. But I'll see what happens when she travels, and get back to you.
I can't recall the last time I used the travel mod to travel, its always been in my game, but my Sims haven't traveled too much recently. I think it was about 3 - 5 months ago.
