Engineer Baby Glitch

I have plenty of friends- currently at the hospital right now with one seeing if the option comes up but it won't. The option to engineer any baby is greyed out and it says "You do not have a friend you can do this with, or your friends are unavailable." Not sure what to do? What are the requirements for engineering or is this actually just a glitch? I have no mods or CC.
