That PC should run the entire game (all EP/SPs) on high settings with a hefty dose of store/custom content and mods. Its only real drawback is that the SSD, the main drive on which Windows will be installed, is tight on space so you will want to consider installing the game and redirecting the user Documents folder (thus the TS3 user game folder along with it) to the much larger HDD so as not to have to constantly fight to keep enough free space on the SSD for Windows itself and the game to maneuver.
Usually we see the SSD in such a configuration being labeled as the "C drive" while the HDD will be the "D drive," but there can be variations on that. A larger SSD/C drive would be better in this regard, but not essential, and it will tend to drive the pricetag up. More RAM would be nice too if you intend to run other applications alongside of the running game, but that can always be added later if desired.
Like any computer with a modern and powerful graphics card, once you do have the game installed on it you will need to cap the card's fps rate as TS3 has no functional built-in frame rate limiter. We can help you with that task here if needed once you have the game installed on it.
