If you've got the latest update, when you load your game, and go into buy mode, or into Create A Sim the first few items in most categories will have a gold banner around them, and they will be store items for sale. SOME of those are in-game-store-only sales, and freebies.
You CAN turn this 'feature' off if you like, in the settings under the gameplay tab. There is a checkbox to disable or enable the store content, so if you don't see it in your game, check that you've got that box checked and that you are patched to the latest!
