Well this has absolutely nothing to do with the Pets EP, but depends on the speed my game is. It happens in normal speed (speed 1) more often but sometimes it has to do with Overwatch and how many vehicles it cleans up especially during night time. But when I play for many hours it happens. For it seems like minutes or seconds or I don't even know how long it will take. As I play in windowed mode I open the Task Manager from the Taskbar (not Ctrl-Alt-Del because I am very afraid of my game which stops working everytime I do the Ctrl-Alt-Del process but that has happened to me only once) and end the process.
Then start a brand new game. More often it does the same thing but this happens ONLY when I (sometimes) start a new game but NOT every time I load a saved game! (And yeah this has happened to me twice. Not only when I start a new game but when loading a saved game in Isla Paradiso, a couple months ago. Forced quit the game via the Task Manager, restarted and my game loaded fine. Sadly this saved game doesn't exist in my computer because of the family thumbnail that turned into a house and I have no idea what is causing the thumbnails problem.
More often it has to do with how much memory my computer uses while experiencing intermittent freezes, no matter what world I play or if I load a saved game. I do have 2GB of RAM in my computer but it's more preferable to post my DxDiag here as I am on a 64-bit Windows 7 system.
