Modders have indeed made them, and to my knowledge, there are no caveats for their use. It's great for people who are okay having CC in their games, but for those of us who want to keep our games CC free, it would be so helpful if EA would create them.
The problem with creating a gap in the floor and using fencing is that sims will be unable to walk over the hole, and that concept doesn't work for a ceiling tile, as it will expose the home to the elements (for those who have Seasons).
