That's the reason right there. Once they go dormant for more than one night, when the weather warms, they will say they are ready for harvest, but there will be nothing on them and your sim won't be able to harvest them. The only thing to do is dispose of them and plant new ones. Then, don't even plant so close to winter again. If you have a cold fall, they could even go irrecoverably dormant as early as the first day of fall.
