I highly doubt the skill of the parent has any thing to do with your toddler ability to learn to talk, as talking isn't a skill in the game. Most likely it has to do with Palmira's ability to learn. Not all Sim learn at the same speed/pace. Just like in life there are those who pick things up quickly and those who seem to take their time. It is the same in the Sims. I know 3 days may seem like a long time to learn a basic skill but maybe for her it isn't.
Normally, my Sim toddlers learn to walk and talk in a single afternoon. However, I have had a few toddlers who took up to two days to teach each skill to. The parents of these toddlers each have level 10 logic with a bit of genius sprinkled in. Palmira is most likely a slow learner (for now). Just keep spending time with her and give her all of the toddler books and skill toys, they will help as she gets older.
What if the parent sims have skill professor title in Logic skill journal?
