This part confused me somewhat. You appear to have an overstuffed household, which requires mods as mentioned above. In my experience you'll have trouble moving any sims out of, or into, an overstuffed household without NRaas Mover. With that mod installed I'd ask the fiance to move in and then try the marriage. If that doesn't work, I'd resort to MC as igazor suggests.
