There are a couple of ways. One, you could get a mod(a modification file that changes your game). Twallan has some really great ones. Google Nraas to find them.
Or, you can create a "playtest" Sim. Have them skill up to the max in handiness and save them to your bin. That way, whenever you create a new home, you move them in and have them go around and fix everything. Takes them way less time! Make sure you fastforward.
Or you can upgrade everything, move it to that Sim's family inventory and everytime you build, just copy that item into the build.
Or you can do it the regular way.
