MasterController offers two sets of possible invites when planning a party. Under the EA standard one, only actual friends (or higher) of the one planning the party will be on the potential list. Under the MC list, the entire town should be there although inviting total strangers and enemies to a party will increase the likelihood of them not showing up or having a fit because they don't know anyone there and leaving in a huff. MC Integration replaces the EA standard set with the more inclusive MC one automatically.
Either way, it is not possible nor necessary to invite other members of the active household to a party. They are considered your fellow hosts whether you want them there or not and it doesn't matter if they have a good time or spend it schlepping drinks and food around to the other guests and cleaning up after them. :)
