I have a sim that invited her intended to live with her as a roommate but then she decided later to marry him because you can't control roommates They are not good In the game because if they don't have a job they just lay around eating and playing on the computer. But I looked under all the interactions and there are no options for marriage. Do I have to kick them out as roommates first?
You have to do romantic interactions with them first, to get them in the mood for a proposal. Then once they're engaged, you can have a quickie private wedding, or throw a full wedding party with the phone.
I am full aware of how romantic interactions work and then the option comes up but I am using mods which might conflict somehow to prevent these from coming up. I will just have to experiment and see what happens I guess.
Their relationship-friendship is probably not high enough yet. The relationship panel will show it with a progress bar and it will say the status. When it gets to 'friend' new things will come up in the interaction options, eventually in the romantic menu it will get 'go steady', and 'propose marriage'. If your sim has the family oriented, or hopeless romantic trait it happens sooner.
However, you don't need to marry to make him active. He can be asked to move in. As a friend. That will make him part of the household instead of just a roommate. You don't have to be related to be in one household. 'Move in' or 'ask to move in' comes up in the 'friendly' interactions menu, not 'romantic'.
You could be a townie halfway house of sorts, invite them to move in one at a time, rehabilitate them and then move them back out into the world ... no marriage nor romance required.
