How do I change a roommate into a marriage candidate?

I have a sim that invited her intended to live with her as a roommate but then she decided later to marry him because you can't control roommates  They are not good In the game because if they don't ...

You have to do romantic interactions with them first, to get them in the mood for a proposal.   Then once they're engaged, you can have a quickie private wedding, or throw a full wedding party with the phone.

    I am full aware of how romantic interactions work and then the option comes up but I am using mods which might conflict somehow to prevent these from coming up.  I will just have to experiment and see what happens I guess.
