Depends on the sims and their purse. For the humbler families, I might have the husband orchestrate a surprise at-home celebration, and afterwards they go out for a meal.
For the twins of my founder sim (My favourite children. Oops.) I had their initial ageing-up from child to teen at a outdoor venue, and then afterwards they got to party on a yacht.
