My sim Angela is a singer, and her husband is a police officer. A gnome appeared in Angela's garden, and when I first saw it, partially hidden by the garden plants, I thought it was the singer gnome....

The confusion is probably because MM Gnomes are the only ones that age. Yes, other gnomes can be parents (I've had several Lounge Gnomes and Magician Gnomes gittin' it on), but only MM Gnomes will be "born".
