It depends on how detailed you plan on designing them. More detailed lot decorating = less lots should be used, (Though that will also factor into who will be able to move in because of the family's funds, so don't go into detail too much). After looking at this comparison of some worlds though I've made a conclusion...
Examples:
Appaloosa Plains has 10 empty houses and 21 occupied houses, 31 out of 69 lots
Riverview has 16 empty houses and 27 occupied houses, 43 out of 95 lots
Starlight Shores has 8 empty houses and 26 occupied houses 34 out of 73 lots
Sunset Valley has 17 empty houses and 25 occupied houses, 42 out of 92 lots
Twinbrook has 12 empty houses and 28 occupied houses 40 out of 82 lots
There should be no more than half of the total lots as houses. 8-17 unoccupied and 20-28 at the most occupied.
So consider how many lots there are, divide it into half, then subtract a few more if you feel like you need more community lots. Also consider lot sizes too.
