EA's story progression also has a sim limit imposed, but it's different for each world. NRaas SP's softer capping system overrides EA's.
It's probably hardware and performance related I know from poking around some of the game files EA has different setting for different computer specs. But never saw anything related to a population cap.
On my older computer even with TFM's No Immigration/Emigration mod I could never get a population over 100. But my current computer I routinely see the resident population over 180 if I have the bed slots available.
